NASA se chystá dokončit projekt, jehož cílem je vyslat do vesmíru první raketu s lidskou posádkou. Dr. Ralph Harrison s projektem ale nesouhlasí, podle jeho názoru je let pro člověka příliš riskantní. S kolegou profesorem Nordstromem vyrobí robota (pojmenují ho Tobor), který by měl být schopen celý let zvládnout sám. S robotem se skamarádí Nordstromův vnuk Billy. Billy s Toborem pak prožijí velké dobrodružství, neboť tajemství výroby Tobora chtějí získat nepřátelští špióni.
